Abstract: Soil and water conservation needs to consume an amount of water resources on protecting and improving eco-environment, and reducing soil loss and sediment load in river. On the basis of eco-environment conservation zoning in the Haihe river basin, the reduction norms of runoff and sediment load in gullied-hilly loess region, earth-rocky mountainous region and rocky mountainous region were analyzed and calculated according to the effect on reduction of runoff and sediment yield in the small watershed management. The reduction in runoff is 1.30 billion m 3 at present, 2.67 billion m3 in 2010 and4.48 billion m 3 in 2030. The reduction in sediment load is respectively 0.051 billion t, 0.118 billion t, and0.209 billion t at present, 2010 and 2030 according to the preserved and planning area of comprehensive small watershed management.
