Optimum Multiobjective Risk Decision Model in Flood Control and Hazard Mitigation

Abstract: An optimum multi-objective risk decision model for flood control and hazard mitigation is established. The model’s object function takes the principle of minimizing investment cost, maximizing flood control benefit and minimizing risk to take full advantage of the reservoir’s flood control capacity and its all flood control structural and nonstructural measures, and to reduce the flood loss of the flooded area to the greatest extent. In the meantime, taking a flood control system as an example, through project technology analyzing, this paper primarily selects some finite scheme collections of integrated flood control measures, and evaluates the index for each scheme by applying multi-objective risk decision model, and then select the optimum equilibrium solution using utility theory.
