Optimal Operation of a Reservoir for Flood Control and Recharging Groundwater and Its Risk Analysis

Abstract: Utilizing surplus floodwater to recharge groundwater by controlling discharge from a reservoir during flood periods is an effective approach to increase water resources. This paper firstly calculates flood inflow into a reservoir by a runoff generation and flow concentration forecasting model of a watershed according to hydrometeorological forecasting data. Then a new interactive stochastic dynamic programming (ISDP) model is presented to optimize and control reservoir discharging schemes for flood control and recharging groundwater joint operation. On the basis of the above-mentioned issues, the frequency analysis method and Monte Carlo approach are introduced to calculate risk values caused by errors of hydrologic forecast and meteorological forecast. Finally, taking the Biliuhe reservoir as an example, the optimal model and calculating method of risk have been successfully applied in joint operation of the reservoir for flood control and recharging groundwater. The results show that the model is capable and effective, the recharge water quantity and the obtained economic benefit are also remarkable.
