Abstract: This paper aims to propose a conceptual frame to evaluate contribution of a policy/a project on food systems such as irrigation agriculture, from the viewpoints of varied values of the SDGs, such as “well-being”, “equity” and “sustainability”. Amartya Sen’s capability approach integrated with the Brundtland definition of sustainability is used as a framework. Application of this frame to the community-based irrigationmanagement case in Zambia illustrates effectiveness of capability approach to grasp multifaceted effects of the project and the importance of “agency” actions to maintain the dynamics of sustainable development.
