Abstract: The risk accident of flood overtopping is one of the main causes influencing the safety of large dam. In this paper discussed emphatically the randomness and fuzziness for the flood-proofing system of large dam, established the risk model of flood prevention capacity of large dam, thus created conditions to appreciate and check the safe flood control for dam projects constructed or to be constructed.
