Exploring Tradeoffs Between Urban Growth and Stormwater Control System Performance

Abstract: Decision-makers are increasingly required to determine the most effective stormwater management plan, with respect to environmental and social criteria, while being constrained by tight budgets. Furthermore, the combinations of appropriate stormwater control measure alternatives that decision-makers can choose from vary with the extent of urban development density. Thus, proper screening of alternatives followed by rational decision-making must be exercised before a specific stormwater management plan can be implemented. To facilitate informed decision-making, a methodology for exploring the tradeoffs between urban growth and stormwater control system performance is presented. The methodology integrates Analytical Probabilistic Models and Lagrange optimization methods into a least-cost analysis framework designed to identify the optimal stormwater control system for a given urban density pattern or growth plan.
