Abstract: Enhancement and restoration of hydropower tailwaters requires balancing environmental and economic objectives. Renewed attention to this balance is a result of 1) new hydropower relicensing requirements; 2) power economics favoring modernization and new capacity; 3) increasing tailwater uses and users; and 4) impact on aquatic resources from cumulative development. There is also new awareness among hydro owners and regulators that significant biological recovery is achievable from cost-effective solutions.
