Abstract: The extreme case of managing water is that of the management of multinational river basins, where the interests of not only a large number of people but also of a number of states are involved. Although certain attempts have been made to devise legislation to determine the water rights in the case of transboundary rivers, no international authority exists to enforce it. As a result the problems are tried to be solved by international politics (hydrodiplomacy). It is not surprising that the outcome is often far from being rational and optimal.
