Abstract: A basic input for the design of hydraulic structures and flood protection facilities, as well as for nonstructural approaches to flood protection, is provided through flood frequency analysis. A tremendous amount of effort has been devoted to the develop-ment and improvement of methods of flood frequency analysis during the 1900s. Unfortunately, however, the majority of this work has ignored the fact that most streams in the world have become increasingly regulated by the actions of man. Most research on flood frequency analysis continues to focus on traditional methods that were never intended for application to sites where the effects of regulation are present. It is the focus of our ongoing research to study the problem of flood frequency estimation at regulated sites, and to make an assessment of the data needs and estimation approaches that are the most suitable for resolution of this problem. This paper reports some of our initial findings, and outlines the strategy of our future research.
