Abstract: In several countries the public ownership of the utilities has been questioned. Procedures to sell public owned utilities or to incentivate private participation has been implemented. In Colombian new laws related to the electricity sector were enforced in order to guarantee competition in the electricity generation sector. With this changes Colombian government is looking to diminish the size of the public sector, to gain efficiency and to have additional resources for other sectors. The roll of the central government in the electricity generation system has moved from a long term enforced central planning to a follow up of the electricity sector evolution. In this sense the Colombian central government needs a tool that will allow to follow the evolution of the utilities capacity in the new competition environment, so that if it is not appropriate the government can take corrective measures. A model that represents the evolution of the Colombian electric sector, based in System Dynamics is presented. Some uncertainties are included in the model such as financial, fuel prices, regulatory laws, and others. Model results are presented with some conclusions and recommendations.
