Influence of over-Basin Diversion Reservoir on Water Management

Abstract: Data from preliminary study of Chan-Min reservoir is used to investigate the water quality and quantity impacts of this over-basin diversion reservoir. Time series analysis was employed to synthesize possible discharge series. Simulations with various operation policies, based on design flow and shortage index, were performed to analyze the influence of over-basin diversion on water quality and quantity of a river. Results are obtained from four different criteria: of the current operation rules and curves, of altered operation rules and curves, change of datum stage of diversion weir, and maintaining required base-flow. When required base-flow is set at 14.62 cms, the design flow Q_ (75) can be maintained as before the construction of the reservoir. However. from the aspect of water resource distribution, this required base-flow induces the greatest impact on the utilization of water resources.
