Abstract: This two part paper and the accompanying two part paper "Design and Congestion Consideration for Flexible Irrigation Supply Systems" present the need for and a way to obtain a flexible water supply essential for effective on-farm water use. A supply flexible in frequency, rate, and duration under control of the irrigation at the point of application assists total on-farm management. This results in increased crop production, reduced and more convenient irrigation labor, more effective water use, and reduced deep percolation and runoff loss. The needed large system capacity to obtain a reasonable level of congestion to assure water when needed (frequency and rate), and the use of reservoirs to reduce the need for night time irrigation (rate and duration) while stabilizing canal flows, is presented and illustrated with case studies.
