Abstract: The Tuolumne River, California, USA is a completely managed river. This paper describes the river and the constructed facilities on the river and introduces the regulatory, political economic and legal setting for the area. It is the first of a series of papers describing the results of an ongoing research program and a salmon management plan that attempts to overcome the many human induced changes to the ecology of the river.
