The Role of Adaptive Management in Restoring Chinook Salmon to the Tuolumne River

Abstract: Chinook salmon in the Tuolumne River are limited by oceanic, estuarine, riverine, harvest, and genetic factors. The complex reasons for the low populations, combined with large amount of information available on the river, make adaptive management a viable technique for managing the salmon. In the negotiations for the relicensing of the New Don Pedro Project, three distinct approaches were proposed, ranging from relying largely on increased flows to adaptive management featuring a river keeper. The final agreement resulted in only partial adoption of the adaptive management approach.
