The 1994 Bay-Delta Accord: An Urban Water Supplier's Perspective

Abstract: The December 15,1994 Bay-Delta Accord has helped enable California urban water suppliers plan for their future water supplies. Although the amount of water that urban water users can count on from the Delta has been reduced, the year-to-year uncertainty has also been reduced. This has allowed water suppliers to make appropriate adjustments in their integrated resource plans so that they can continue to provide for the water needs of their customers. The Accord has also led to a new paradigm in dealing with water and environmental issues that calls for negotiation and accommodation rather than confrontation and conflict.
