Abstract: In the last decades there has been observed a distinct tendency towards shifting this country's extractive industry to the Arctic zone. It was done in order to involve valuable mineral and raw material resources in the national economic turnover. An essential precondition for solving this problem is development of an arctic transport system capable of functioning efficiently In complex and specific natural environment. As is known, the arctic ice cover places time limits on the use of the sea and river transport, on the one hand. On the other, permafrost causes a number of problems and makes more expensive construction of airports, automobile roads and railways. This state of things necessitates sharing various means of transport in different time periods depending on regional tasks and local natural environment.
