Outlook and Status-Quo on China -- Laos in LMC Water Resources Cooperation

Abstract: Laos is rich in water resources. The Mekong River is the main river, with a total length of 1877km within Lao's boundary. About 25 percent of the Mekong river basin is located in the Lao People's Democratic Republic, which contributes 35 percent of the Mekong's total flow. It has great potential for hydropower development. In the context of the Lancang - Mekong Cooperation (LMC), this paper aims to analyze the basic situation and characteristics of Laos' water resources, and to elaborate the achievement of China - Laos water resources cooperation, outlooking the prospects of future water resources cooperation between the two countries. It also proposes some follow-up measures in enhancing China - Laos Water Resources Cooperation, including learning from international river cooperation examples, sharing water resources information, strengthening hydropower development, implementing beneficial plans on Lancang - Mekong water resources, training on water resources talents, and establishing exchange and cooperation mechanisms with non-governmental organizations.
