International Geological and Geotechnical Practice for River Defences Developed for Delivery of Flood Infrastructure in Peru

Abstract: The Autoridad para la Reconstruccion con Cambios (ARCC) was created by the Peruvian government to deliver critical infrastructure following the El Nino event in 2017 that damaged hospitals, schools, transport links and infrastructure and directly affected 1.9 million people. Within this framework, a collaborative agreement was set up with the United Kingdom (UK) government to rebuild schools and hospitals, and provide flood protection and resilience infrastructure. A UK delivery team (UKDT), including Arup, Mace, and Gleeds, is providing technical assurance, delivery assurance, and cost assurance. Multidisciplinary technical guidance has been produced for this programme, of which geological, geomorphological, geotechnical, and multi-hazard assessment guidance was crafted with international practice to the context of river infrastructure to be delivered in Peru. Few comprehensive flood infrastructure codes, standards, or manuals existed in Peru prior to the inception of the reconstruction programme and the guidance created for the government has formed a new generation of how to design and build this infrastructure in Peru. Notable achievements for the guidance included adoption by the government as guides for project delivery, use for technical onboarding sessions for appointed contractors and designers, and utilization by parties on the programme to frame their basis of design outside of the contract technical provisions. This support has been and will ultimately lead to fostering the technical delivery of over approximately 60 projects in flood protection, city drainage systems, nature-based infrastructure, and early warning systems, and sets precedents for advancing this type of infrastructure in Peru into the future.
