Abstract:
The Flood Storage and Detention Area (FSDA) is a low-lying area outside of the river levees where floodwaters are temporarily stored. However, tens of thousands of people reside in FSDAs at the same time. A good strategy to reconcile flood protection and local development is to base land use planning on flood risk zoning. This paper proposes a flood risk zoning method that uses the usage standard of FSDA and the inundation depth within the FSDA as indicators and considers the average loss rates of the main affecte crops and buildings after the use of the FSDA. This method divides the study area into four risk levels: very high, high, medium, and low. We apply the proposed flood risk zoning method to Jingjiang Flood Diversion District (JFDD), which is located in Gongan County, Hubei Province. We analyze three extreme flood scenarios. The results show that there are no very high-risk zones under the three scenarios. In addition, more than 90% of the JFDD is under high flood risks. Medium- and low-risk areas are mainly distributed near towns with higher terrain. Based on the results of flood risk zoning, we recommend that the JFDD carries out land use planning in each zone. In the high-risk zone, we recommend relocating residents to medium- and low-risk zones and moving pollutant industries out of the JFDD. Then, we recommend fully using the local landscape and cultural resources and adopting flood resilience measures to improve the flood resilience of critical infrastructures in high-risk zones.
