Abstract: River network storage is an effective measure to store and attenuate floods by utilizing storage volume, which is a threshold interval related to the characteristic water levels of river networks and is an important factor affecting the spatial distribution of flood disasters in river networks. During the flood season, the release of river network storage capacity can reduce flood peaks, delay flood processes, and alleviate urban drainage and inundation pressures; during the non-flood season, river network storage replenishes groundwater and regulates river runoff. Especially in plain river network areas where rivers are dense, the storage capacity plays a more important role in ecological water replenishment and flood control and drainage in the basin water system. Taking the Datian Plain in Linhai City as the research object, this study explores the spatial elevation of river network warning water levels while ensuring flood safety, aiming to enhance the storage capacity of river networks, recharge groundwater systems, and provide a basis for controlling river network water levels during the flood season.
