Abstract:

In Spain there is a long tradition organizing water distribution. To this purpose, water plans incorporate resource allocations, aimed at meeting specific water demands from specific resources. However, the variability of the Mediterranean climate causes droughts that lead to problems of water scarcity. To deal with them, special drought risk management plans are prepared. These plans incorporate a diagnostic system and a package of management measures that are activated or deactivated as the situation evolves, and an institutional organization by river basins capable of ensuring their effectiveness.
