Abstract: In a global warming context, frequency, and intensity of extreme events are increasing. Human societies are dependent on both environmental and socio-technical systems, and more vulnerable to climate induced impacts. Climate resilient development is the process of implementing greenhouse gas mitigation and adaptation measures to support sustainable development (IPCC, 2023) adjusting the built, social, and ecological environment to minimize the negative impact of events caused by humans and climate change. To assess the relevance of territorial adaptation measures in a dynamic and holistic approach, the use of a System Dynamics approach is developed to represent the influences of technical solutions, both conventional and based on nature, to contrast risk in flood management in the case of coastal cities, with multidisciplinary dimensions, and to assist stakeholders in the identification of possible measures for resilient pathways.
