The Environmental Influence and Control Techniques for the East Route Phase II Project Along the Coast

Abstract: It’s a common view that the water shortage in northern China. This article creatively proposes to relocate the East Route Phase II Project of the South-to-North Water Diversion to the eastward appropriately, arranged along the coast of Jiangsu and Shandong province, and form a network for water diversion canal with the current East and Middle Routes, the Yellow Rivers, Hai Rivers, Luan Rivers, and Liao Rivers, etc., achieving a water diversion capacity of 50 billion m3/a or above [1,2]. The environmental influence of the project is the most important problem, especially the mudflat resources, biological communities, sensitive ecological protection areas, and the salt tide and ecological environment in the Yangtze River Estuary, etc. [3] The article systematically identifies the key elements and factors affecting the environment during the construction and operation of water diversion, establishes a state-pressure-response model for the environmental influence. A series of control techniques have been formed by innovatively proposing mudflat occupation compensation balance, smart water diversion, combined with Trenchless Construction, biological corridor, etc. The research shows that the proportion of mudflat resources occupied by the water diversion canal is small, and the environmental influence is relatively weak; After taking appropriate protection and compensation balance techniques, the range of mudflat resources and ecological protection areas along the coast route will increase rather than decrease, and the agriculture, forestry, marine ecology and regional environment will be greatly improved; Based on real-time online detection of the flow rate and the salinity of fresh water in the yangtze river estuary, the ecological environment can achieve excellent control. On the other hand, the vertical grade separation techniques with the existing rivers are used to prevent pollution caused by the natural rivers. The current water diversion projects and the natural rivers are utilized sufficiently by the East Route Phase II project, which has strong water diversion capacity, low construction and operation costs, wide service scopes, short cycle, and high integration degrees. It has extremely important strategic significance for fundamentally solving the water shortage problem in northern China. The project has good suitability from the perspective of the environmental influence.
