Abstract: In order to address the limitations of current water conservancy investment and financing models and promote the sustainable development of water conservancy, it is necessary to evaluate the impact of innovative water conservancy investment and financing models under the new development concept on water conservancy engineering construction. This article deeply explores the specific impacts of innovative fundraising, innovative fund utilization, innovative risk sharing, and market-oriented innovation on water conservancy engineering construction through actual data analysis, and uses the practice of a certain province as an example for empirical analysis. Research has found that innovative investment and financing models have effectively diversified the sources of funds, improved the efficiency of fund utilization, diversified investment risks, and promoted the marketization process, significantly alleviating the problems of fund shortage, improper use, and uneven risk sharing, and improving the efficiency and quality of water conservancy engineering construction. The innovation of water conservancy investment and financing models under the new development concept is of great significance for the construction of water conservancy projects, promoting the sustainable development of water conservancy projects and the high-quality development of water conservancy undertakings, and providing solid guarantees.
