Abstract: China Three Gorges Corporation is responsible for construction, operation and management of four dams along the mainstream of Yangtze River from downstream to upstream that include Gezhouba dam, Three Gorges dam, Xiangjiaba dam and Xiluodu dam for multiple purposes of power generation, flood control, navigation improvement and irrigation. In order to reduce the risks of dispatching and operation of these huge complexes, two control centers has been established respectively in Yichang city of Hubei province and Chengdu city of Sichuan province, hundreds of kilometers away from the dams, so as to realize basin cascade joint dispatching that is basin unified reservoir dispatching together with regional power plants centralized control. The dispatching system of the two control centers are designed to have a redundant system framework, and the power generating units and flood gates of cascade hydropower stations and reservoirs are operated remotely from the centers, which bring new requirements for the hydrologic information measuring application in terms of reliability, stability and real-time. Under the redundant system framework, both centers need to be able to receive all hydrologic information of cascade river basin in real-time. Even in extreme cases, important hydrologic information shall at least be sent to one center and be stable used. This paper introduces the redundant dispatching framework and techniques used in hydrologic information measuring application based on the redundant framework, from perspectives of equipment redundancy, communication combination, data protect process, system application and failure switch.
