Changes of Hydrological Characteristics Caused by Sponge-City-Construction in Fenghuang County of China

Abstract: China is in a period of rapid urbanization, the construction of Sponge City which has the function of natural accumulation, natural infiltration and natural purification is an important development direction of new urbanization, as well as an important performance of coordinated development among urbanization, environment and resources. Fenghuang County is hailed as the most beautiful small town in China, at the same time it is a state-level poverty-stricken county, which often suffers from flood and waterlogging and the frequency increase in recent years, Sponge City construction is expected to provide a new way to solve the flood problem in the county. Sponge City refers to the city as a sponge with a good flexibility, which can absorb and purify water when it rains while release water for use when needed. This paper uses a distributed hydrological model to analyze the impact of Sponge City construction on hydrological processes, and assessment the impacts of various low impact development controls on hydrological characteristics including total runoff amount and peak runoff value. The results indicate that, Sponge City construction may effectively collect and use rainwater, and can reduce total runoff amount and peak runoff value by 37%and 54%respectively, thus is expected to effectively alleviate urban flood and waterlogging, protect and improve ecological environment in the county.
