Research on Methods for Establishing Rainfall Thresholds for Flood Warning System, with Comparison to the Original System

Abstract: Flood is one of the most frequent disasters that happen around the world. Great loss of property and life comes with floods. To reduce the damage, Taiwanese government has established a flood warning system with rainfall thresholds, but since the original methods of the establishment lack theoretical background, the accuracy of the system is limited. This study aims to improve the accuracy of the system through statistical methods. We have studied the case in Yonghe and concluded a threshold that varies largely from the original. To study the differences, we studied the case in Dongaoliao. We have reproduced the current threshold with new methods. With the developing new methods, accuracy of our flood warning system may be significantly improved.
