About
The Civil Engineering and Development Department (CEDD) was established in July 2004 through amalgamation of the Civil Engineering Department and the Territory Development Department. Beginning in the late 19th century, the Civil Engineering Department has evolved through various stages of re-organisation of the then Public Works Department, while the early 1970s saw the New Territories Development Department evolve into the Territory Development Department in taking responsibility forward for both the new town development and urban area development. CEDD provides the following major services: • Provision of land and infrastructure • Port and marine services • Geotechnical services • Environment and sustainability services CEDD has a headquarters, 2 functional offices (the Civil Engineering Office and the Geotechnical Engineering Office) and 4 regional development offices (the Hong Kong Island and Islands Development Office, the Kowloon Development Office, the New Territories East Development Office and the New Territories West Development Office). As of March 2016, CEDD had 1822 staff, about two-thirds of whom are professional and technical staff, including civil engineers, geotechnical engineers, surveyors, and landscape architects.
